Fix rds.describe_db_snapshots bugs

* Correctly return all snapshots for a given DBInstanceIdentifier.
* If an invalid DBInstanceIdentifier is passed in, return an empty array
  instead of raising a ClientError (which is what AWS actually does).

Fixes #1569
